The City of Pittsburg is undertaking a comprehensive update to its Zoning Code and Zoning Map in Title 18 of the municipal code to be consistent with the 2040 General Plan, adopted in 2024.

The City Zoning Code specifies how each property in the city can be used to achieve the wide ranging and long-term vision set forth by the General Plan. Zoning is the body of rules and regulations that control what is built on the ground and what uses occupy buildings and sites. It determines the form and character of development such as the size and scale of buildings and includes provisions to ensure that new development and uses will integrate with the surrounding uses.

This site provides an overview of the code update, updates on the process, information about opportunities for input, and interim products released during the process.

Project Background Information

On May 6, 2024, the City Council adopted the 2040 General Plan, setting forth a policy framework to guide the City’s long-term growth and development. As part of the implementation of the 2040 General Plan, the City must update the Pittsburg Municipal Code (PMC) Development Title 18 and the City Zoning Map to be consistent with the 2040 General Plan.

This update is not envisioned to be a wholesale rewrite, but rather a refresh of the existing City Zoning Code to allow for a streamlined approach and improved permitting processes for development projects. The new Zoning Code will also establish performance standards and refined regulations for commercial and industrial uses to conform with the new Employment Center Industrial (ECI) General Plan land use classification.

Project Timeline and Phases

The Zoning Code update began in July 2024 and is expected to be completed in Fall or Winter of 2025. The project will consist of multiple phases, including:

  • Background and Best Practice Research
  • Community Engagement, including Planning Commission and City Council meetings
  • Review of Zoning Code and General Plan consistency
  • Administrative Draft, Public Review Draft, and Final Zoning Code and Map Updates
  • Compliance with the California Environmental Quality Act (CEQA)
